HARMONY GROVE VILLAGE WATER RECLAMATION FACILITY ACQUISITION
DRAFT ENVIRONMENTAL IMPACT REPORT

NOTICE IS HEREBY GIVEN that a Draft Environmental Impact Report (EIR) has been issued for public review and comment by the Rincon del Diablo Municipal Water District (District) on March 8, 2017. The Draft EIR is for the implementation of the proposed Harmony Grove Village Water Reclamation Facility (HGVWRF) Acquisition project (formerly titled and referred to as the proposed Sewer Master Plan project) as described below.

Beginning March 8, 2017, copies of the Draft EIR may be viewed at the District’s office (1920 North Iris Lane, Escondido, California 92026), the City of Escondido Public Library (239 South Kalmia Street, Escondido, California 92025) and the San Marcos Branch Library (2 Civic Center Drive, San Marcos, California 92069). Any interested agency or member of the public is requested to submit written comments to the Rincon del Diablo Municipal Water District, 1920 North Iris Lane, Escondido, California 92026, or via e-mail to: This email address is being protected from spambots. You need JavaScript enabled to view it.. All written comments on the adequacy of the Draft EIR must be received no later than April 21, 2017.

A 45-day public review period has been established for the Draft EIR. Following the close of the public comment period, responses to comments on the Draft EIR will be prepared, and, together with the Draft EIR, will constitute the Final EIR. This notice will be filed with the San Diego County Clerk’s office for a period of not less than thirty (30) days.

PROJECT LOCATION: The proposed sewer service area would generally encompass the Harmony Grove Village area of unincorporated San Diego County. This specific area is located in northern San Diego County, west of the City of Escondido, and south of the City of San Marcos. The project is located within the District’s water service boundary. The existing HGVWRF is located on an approximately 8-acre site and is connected to the existing wastewater conveyance system developed in Harmony Grove Village. 

PROJECT DESCRIPTION: The proposed Rincon del Diablo Municipal Water District Sewer Master Plan would serve as the vehicle to allow the District to become a sewer service agency and serve Harmony Grove Village with wastewater service. In order to do this, the District would exercise its latent powers within Harmony Grove Village to become a wastewater service agency through the San Diego Local Agency Formation Commission (LAFCO). The District would acquire the HGVWRF from the County of San Diego Sanitation District and when wastewater flows are sufficient to warrant efficient operation, would operate the HGVWRF as it was originally designed and constructed.

ENVIRONMENTAL IMPACTS: The Draft EIR concludes that the proposed project would result in either no impacts, less than significant impacts, or impacts that are mitigated to less than significant relative to aesthetics, agricultural and forestry resources, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use, mineral resources, noise, population and housing, public services, recreation, traffic and circulation, tribal cultural resources, and utilities and service systems. No significant and unmitigable impacts have been identified by the Draft EIR.

HAZARDOUS WASTE SITES: The HGVWRF, which is proposed for acquisition by the District, is listed on a site enumerated pursuant to Government Code 65962.5. There are sites contained on lists enumerated pursuant to Government Code 65962.5 within the Planning Area.PUBLIC HEARING: The proposed project will be heard before the District’s Board of Directors upon completion of responses to comments received during preparation of the Draft EIR as well as other Final EIR materials.
