Account Access and Bill Payment
Customers are billed monthly for water service, and bills are due upon receipt. In order to avoid a late fee, bills must be received each month by the 17th, or the following Monday if the 17th falls on a Thursday through Sunday. The District waives one late fee per year; if your "AMOUNT DUE" and "After Due Date Pay" are the same on your bill, you are eligible for your one free late payment.
The District provides a variety of ways to pay your bill:
Online – View your account information and pay online. Click HERE for account access and bill payment using a credit card. Please note that you will need your 8-digit account number and last payment amount, both of which appear on your bill. A convenience fee will be added to online credit card transactions.
Automatic Payment Options – Pay your bill automatically from a checking/savings account; enroll by completing the ENROLLMENT FORM. Our program is free, easy and convenient.
Online Banking Through Your Financial Institution – We accept payments made through your financial institution's online payment service. Note that some banks continue to mail paper checks, which means it could take up to one week, or more, for your payment to be received. Because of the possible time delay, if it is close to the payment due date, we do not recommend this method of payment.
Mail – Enclose your bill stub and check in the envelope provided and mail.
In Person – You may pay your bill at the District at 1920 North Iris Lane in Escondido. We are open between the hours of 8:00 am and 4:30 pm, Monday through Friday. A surcharge fee will be added to credit card transactions.
Drop off – Enclose your bill remittance stub and check in the envelope provided; place the payment inside the drop box located in the parking lot at 1920 North Iris Lane in Escondido.
For customers who are having difficulty paying their bills due to financial challenges, the District offers payment plans to qualifying customers. Other assistance may be found at NeedHelpPayingBills.com or other local charitable organizations.
