In order to significantly increase the effectiveness and efficiency of our fire prevention efforts, the Rincon Board of Directors amended our Weed Abatement Program at our Board meeting on February 8, 2005. As numerous serious fires have shown us all, fire season is a 12-month phenomenon in San Diego County, affecting not only wildland areas, but urban areas as well. Our new weed abatement program includes year-round comprehensive weed abatement, brush management, and public nuisance reduction on developed properties as well as on vacant lots, while minimizing fiscal impact on fire department staff resources. Under the new program, Rincon continues to coordinate its services with the Escondido Fire Department, which has contracted with Fire Prevention Services, Inc. (FPSI) for several years. FPSI has 26 years of experience and, under the new program, will begin to provide all services to our District from inspection of properties to removal of vegetation and debris as needed. Inspections will be performed based on vegetation clearance standards as specified by State law. A copy of these standards is enclosed. Previously, the City of Escondido has absorbed a significant portion of the existing program costs. In order to concentrate its resources on firefighting, however, the City has outsourced this program and now those customers who choose to allow the District to provide weed abatement services under the expanded program are responsible for the true and full costs. As a result, all property owners are strongly encouraged to control brush and debris on their property through a private company as the cost for District-provided abatement will increase dramatically. To locate a contractor who can assist you with vegetation removal, consult your local Yellow Pages under “Weed Control.” Please note that, if your property is noticed to abate weeds or other materials but you comply on your own within the specified time, no costs will be assessed to you by this District. |
