Raymond A. Bosch - Mr. Bosch was appointed to the Board of Directors on May 12, 2009 to fill a vacancy in Division III. He currently serves on both the Audit Committee and the Public Information and Intergovernmental Relations Committee. Born and raised in Escondido, he attended Escondido High School and then Palomar College. An outstanding basketball player, Ray was recruited out of Palomar College by the University of California, Santa Barbara, where he played for three years and then served as the UCSB Assistant Basketball Coach for nine years. He received his BA and MA in Physical Education from UCSB. His professional background includes two years as a Sales Rep with IBM and 26 years as both the Director of the Lair of the Golden Bear/Cal Berkeley Alumni Vacation Center and the Director of the Stanford Sierra Alumni Camp, both facilities located in the High Sierras. He has served as a consultant to Universities interested in developing family vacation centers for their alumni. Mr. Bosch is an active community member. He is a member of the Escondido Chamber of Commerce and the President's Associates at Palomar College. He currently serves on the Alumni and Friends Executive Committee for Palomar College and the Student Recruitment Receptions and Alumni Association for the University of California – Santa Barbara. In addition, while working for Cal's Lair of the Golden Bear, he served for 16 years on the Board of Directors of the Pinecrest Permittees Association located in Tuolumne County. Mr. Bosch is retired, enjoys playing tennis, and managing his avocado grove. He has two sons and two grandchildren residing in Los Angeles. |

Dr. Gregory M. Quist - Dr. Quist was elected to the Rincon del Diablo Municipal Water District Board in 1990 and currently serves as the Vice President of the Board of Directors as well as participates on the Finance, Insurance, and Personnel Committee. Dr. Quist has previously served as the Vice-President and Treasurer, and on all of the Rincon standing committees, as well as the Ad-Hoc Committee that successfully negotiated a recycled water and drought protection agreement with the City of Escondido in 1994. Dr. Quist represented Rincon on the Board of the San Diego County Water Authority (SDCWA) for 12 years and served on the Imported Water and Water Planning Committees as well as the co-chair of the Ad-Hoc Committee on Governance. Dr. Quist served as the chair of the Economic Study Group, along with representatives of six other North County water agencies, and worked with the SDCWA to bring balanced water rates to the San Diego County region and successfully negotiating savings at more than $2,000,000 per year to North County agencies. Statewide, Dr. Quist has been an active member of the Association of California Water Agencies (ACWA), particularly in the areas of water quality and reliability, and recently served as the ACWA chairman of Region 10 (San Diego and Orange Counties). Dr. Quist is also a member of the American Water Works Association, a national organization of water utilities dedicated to clean and reliable water for the United States. Dr. Quist is the Co-President and Co-Founder of Hadronex, located in Escondido, and in addition, has served as treasurer, deacon and Sunday school teacher at his local church, as well as a youth baseball & softball coach. Dr. Quist holds a Bachelor of Science in Astronomy & Physics from Yale College and a masters and Ph.D. in Physics from the University of California, Santa Barbara. |

David A. Drake - Mr. Drake was appointed on May 3, 2006 by the Directors of the Rincon del Diablo Municipal Water District to fill the vacancy in Division II. Mr. Drake currently serves as the District's Treasurer. Mr. Drake served as a Member of the Board of Directors of the San Diego County Water Authority (SDCWA) for 9 years, representing the City of Escondido from 1990-1999. He was Chairman of several key committees at the SDCWA, including Administration, Engineering, Desalination, and the Emergency Storage public outreach committee. He also served as a member and the Chairman of the City of Escondido Planning Commission. Mr. Drake was appointed to the City of Escondido General Plan Task Force, the City Franchise Commission, and several City water committees. Mr. Drake was a member of the Technical Staff at the Jet Propulsion Laboratory (JPL) with a focus on Synthetic Aperture Radar, the SEASAT oceanographic satellite and radar signal processing. While at JPL, Mr. Drake received a 1st place national award from the EE Times for a signal correlator design. He was Manager of Engineering for Oak ADEC, a division of Oak Industries which pioneered SCADA systems for military and commercial customers. He was co-inventor on cryptographic key management patents of Oak Industries. Mr. Drake was the San Diego Software Unit Manager for Digital Equipment Corporation providing both consulting and sales support services and twice won the Software Services Excellence Award and DEC100 Award. He was the CIO of Mitchell International in San Diego for four years and led a successful transition of IT systems from mainframe to UNIX operations, while retaining the value of 250,000 lines of legacy production code. He provided consulting services to SAIC in support of a major contract with Kaiser Permanente and was hired on to assist in launching internet-based services for ANX Ebusiness. He designed, developed, and deployed a complete X12 EDI translation system called ANX-EDI-One, which dramatically lowered EDI costs for clients and supported a legacy connection to Ford Motor Company. Mr. Drake served as VP of Engineering for PointSource Technologies, and drove an addition to the General Plan of Escondido to focus the City on the use of renewable energy. Mr. Drake is the current President of InfraGard San Diego, which is closely aligned with antiterrorism efforts of the FBI. He holds an Amateur Extra radio license as AC60A. |

Hanno E.G. Ix - Dr. Ix was elected to the Rincon Board of Directors in 1991, and currently serves as a member of the Engineering and Long Range Planning Committee and Chair of the Public Information & Intergovernmental Relations Committee. His greatest interests are providing leadership to the District's Disaster & Recovery Plans, and ensuring the reliability of the water distribution infrastructure. In addition to Rincon duties Dr. Ix serves as Rincon's Alternate Director to the Association of California Water Agencies Joint Powers Insurance Association. Dr. Ix is active in community planning and has served on advisory committees for noise ordinances and reservoir construction concerning the development of Bernardo Mountain. Dr. Ix and his wife have lived in Escondido for over twenty years. Together they raised two sons and one daughter, all since grown. Dr. Ix holds a degree in Electronic Engineering and a Ph.D. in Applied Mathematics, both from the University of Stuttgart, West Germany. Dr. Ix recently retired as an Engineer for Hewlett-Packard after twenty-seven years of dedicated employment. |

Diana L. Towne - Ms. Towne is in her third, four-year term as Director of Division V and currently serves as President for the Board of Directors. In addition to her board duties, Ms. Towne has served as the Region 10 (San Diego and Orange counties) representative to the Association of the California Water Agencies and has participated in the management of the California Special Districts Association's Scholarship Program. Ms. Towne currently serves as Chair of the Finance, Insurance & Personnel Committee, and also served as an integral member on the District's Public Information & Intergovernmental Relations Committee. One of the many purposes of this committee is to advance the awareness and importance of water conservation as a way of life, and Ms. Towne advocates and fosters conservation through recycling; education outreach programs such as classroom presentations, and yearly Water Awareness Poster Contests designed to capture the interest and imagination of fourth-grade students; support of xeriscape demonstration gardens; and, the provision of incentives such as the water-saving voucher programs. Ms. Towne is an active community member, and a 27-year resident of Escondido. She works in a San Diego law office as a Legal Assistant, and has been a Notary Public since 1985. Ms. Towne is past Vice-President of the Escondido and Surrounding Areas League of Women Voters and has served as its Publicity and Fund-Raising Chair. She is past Treasurer and board member of the Burn Institute Auxiliary. Ms. Towne has also served as President and Board member of the Escondido Hills Home Owners Association. |
